§ Mr. Gwilym JonesMonitoring of contracted-out service delivery in the local authority and health service sectors is the responsibility of those sectors. Specifications for contracts let in respect of the Department's own current market testing programme will be performance-based and will form the basis for the monitoring of the service deliverer's performance.
