§ Mr. CurryDirectly equivalent schemes to the hill livestock compensatory allowances do not exist elsewhere in the European Community. When member states change the rates of the schemes that they operate under the same EC provisions, they are required to notify the Commission but not other member states. The information requested is not therefore available in a readily accessible form. To compile a list of, and the rates applicable under, the various schemes for each of the past five years could be done only at disproportionate cost.
