To ask the Secretary of State for the Home Department what arrangements will be made for monitoring any of his Department's functions which are contracted out.

[holding answer 4 February 1993]: In the case of a contracted out prison monitoring is undertaken by a controller. In the case of contracted-out prisoner escort arrangements, monitoring is undertaken by a prison escort monitor. These posts can be held only by Crown servants, appointed by the Secretary of State under the Criminal Justice Act 1991.

In the case of other functions, where an external contractor is appointed, an in-house contract control manager will have the responsibility of ensuring that the benefits of contracting out are delivered.
