Friend the Secretary of State for Foreign and Commonwealth Affairs attended the Parliamentary Session on 2 February, in his capacity as chairman of the Committee of Ministers of the Council of Europe, to deliver the statutory report of that body and to answer questions from the parliamentarians. He took the opportunity to make a short statement in his national capacity.
