§ Mr. Douglas HoggNone. Article 2(7) prohibits the United Nations from intervening in matters which are "essentially" within domestic jurisdiction. Article 55 requires the United Nations to promote human rights, which are now a matter of international concern. The prohibition in article 2(7) does not apply to enforcement measures under chapter VII.
