To ask the Secretary of State for Health what distinction is made in departmental guidance to local authorities between adult family placement schemes and small homes due to be registered when the Registered Homes (Amendment) Act 1991 comes into force on 1 April.

The Department's guidance to local authorities on the implementation of the Registered Homes (Amendment) Act 1991 highlights a number of factors which need to be considered in the case of adult placement schemes. These include the fact that registration is not required unless both board and personal care are provided; the possibility of modifying usual registration procedures where checks have already been made on people belonging to a scheme; the scope for local authorities to waive fees; and the fact that placement scheme organisers may be able to help carers fulfil their duties under the Act.
