§ Mr. Gwilym JonesWithin Wales, these regulations apply to the small number of employers whose business undertakings might conceivably come within their scope, and to the county councils as part of their emergency planning responsibilities. The Welsh Office has no direct responsibility for their implementation but the Department will be one of the organisations consulted by the county councils under section 4(3) of the regulations.
