§ Mr. ForthEvery child at the end of key stage 1 who has demonstrated through the statutory assessments that he or she has reached the targets for level 3 should be taken on by his or her teachers to the targets appropriate for the next level. The following table indicates by LEA the percentage of pupils at the end of key stage 1 in 1992 who reached level 4.
