Mr. Morgan

To ask the Secretary of State for Wales what consultations he has had with the South Glamorgan health authority concerning the emissions from the waste incinerator stack.

Under the pollution control provisions of the Environmental Protection Act 1990, the prime regulatory responsibility for incinerators such as that operated by South Glamorgan health authority at the University Hospital of Wales, Cardiff rests with the local district council. I understand that Cardiff city council is in close contact with the health authority about the cause of the recent emission problems and how these may be remedied.
