§ Mr. GoodladWe deplore the refusal of the Khmer Rouge to fulfil its obligations fully under the Paris agreements and to co-operate with the United Nations transitional authority in Cambodia. We shall continue to work with the other permanent members of the United Nations Security Council and other countries closely involved in the Cambodian peace process to ensure that the Paris agreements are implemented as successfully as possible.
