§ Mr. McLoughlinThe following list shows the appointments my right hon. Friend the Secretary of State has made since 28 October 1992. Information on the political affiliation of appointees is not kept on record.
Name of Body/Board: Advisory, Conciliation and Arbitration Service (ACAS).
Type of Appointment: Chairman (full-time).
Period of Appointment: From 19 February 1993 to 31 January 1995.
Appointee's Relevant Qualifications:
- (i) Broad practical experience of industrial relations;
- (ii) Should have a reputation for integrity and an ability to secure agreement on complex issues through negotiations.
Current Remuneration: £65,000 per annum.
Name of Body/Board: Certification officer for trade unions and employers' association.
Type of Appointments: Certification officer.
Period of Appointment: From 6 October 1992 to 5 October 1995.
Appointee's Relevant Qualifications: None specified, but experience in industrial relations is the main criterion.
Current Remuneration: £29,820.60 (part-time).
Name of Body/Board: Commissioner for the Rights of Trade Union Members.
Type of Appointment: Commissioner.
Period of Appointment: From 26 November 1992 to 25 November 1995.
Appointee's Relevant Qualifications: Qualified barrister, has served as a Magistrate, and was a part-time chairman of industrial tribunals for ten years.
Current Remuneration: £239 per day.

The Employment Service Regional Directors and Directors for Scotland and Wales appoint members of the 60 CEPDs throughout the country, on behalf of the Secretary of State. Each committee can have up to 14 members. The majority of appointments for Chairmen and members were made at the reconstitution of committees for the period from July 1991 to 31 March 1994.

Type of Appointment: Deputy Chairman.
Period of Appointment: From 18 January 1993 to 31 December 1995.
Appointee's Relevant Qualifications:
Appointee is Deputy Chairman of the General Waste Materials Wages Council and Third member on both the Retail Trades (Non-food) and the Perambulator and Invalid Carriage Councils.Current Remuneration: £88 per day.

The WNC became the responsibility of the Secretary of State for Employment after the General Election of 1992.

Appointee's Relevant Qualifications:
The Commission is headed by two co-chairs, one elected by members, one nominated by the Prime Minister. Baroness Denton is currently the Government Co-Chair. While member organisations are approved by Government individual members of the Commission are nominated by those organisations, not personally appointed by Ministers. Of the member organisations three have definite political affiliations. These are:
- Labour Party Women's Organisation
- Conservative Women's National Committee
- Women's Liberal Democrat Party
