To ask the Secretary of State for Scotland if he will make a statement on the change in costs of civil legal aid over the latest five years.

The gross expenditure on civil legal aid in 1987–88 was £15.7 million. This had risen to £16.6 million in 1991–92. Estimated expenditure in the current year is £23.5 million, a rise of 43 per cent. over the previous year.
