To ask the Secretary of State for Wales if he will make it his policy to give specific financial assistance to local authorities in Wales to monitor emission levels from incineration plants.

No. Under the Environmental Protection Act 1990, operators of almost all incinerators with a capacity of under one tonne per hour require authorisation from their district council. The associated fees and charges are intended, in line with the "polluter pays" principle, to recover the reasonable administration, monitoring and inspection costs of local authorities.

A similar system applies in relation to larger incineration plant subject to the control of Her Majesty's inspectorate of pollution.
