§ Mr. BoswellGovernment policies have led to substantial increases in the number of young people participating in higher education. More than one in four young people now enter higher education compared with only one in eight in 1979. As explained at the time of the autumn statement, the Government's funding for the next three years reflects our assumption that the participation rate of young people in higher education will be maintained at a record 28 per cent. over the next three years, and will rise to about one in three by the year 2000.
