§ Mr. Kenneth CarlisleThe application form for a replacement vehicle registration document serves either as an application for a duplicate of the original document or, if the vehicle has changed hands without it, for a registration document in the name of the new vehicle keeper. About two thirds of all applications are in the latter category.
