To ask the Minister of Agriculture, Fisheries and Food what evidence his Department has of breach of quarantine regulations at Shamrock (GB) Ltd., and what action will be taken.

The Ministry became aware of an alleged breach of quarantine regulations at Shamrock (GB) Ltd. through a "World in Action" documentary, screened on 22 June 1992. A full investigation of the alleged incident has now been completed and it has been concluded that no criminal proceedings can be commenced. The alleged incident took place on 5 November 1991, so by the time the Ministry became aware of it, summary proceedings, which must be started within six months of the incident, were time barred. There was insufficient evidence to commence a prosecution for an indictable offence.
