To ask the Secretary of State for the Home Department for what reason the local major disaster plan was not implemented in respect of the Hillsborough disaster.

I understand that the police initiated their major disaster plan at or shortly after 3.06 pm (paragraphs 96 and 252 of the Interim Report into the Hillsborough Stadium Disaster (Cm. 765)).
