§ Mr. Heathcoat-AmoryWe attach the highest importance to preventing the proliferation of nuclear weapons. At its meeting on 9 December, the Defence Planning Committee and the Nuclear Planning Group of NATO, a copy of whose communiqué has been placed in the Library of the House, recognised the need for intensive efforts to prevent proliferation and to address and counter if necessary the associated risks to alliance security.
