§ Mr. BaldryValuation tribunals are independent judicial bodies, and it would not be appropriate for my 1095W right hon. Friend to make recommendations of this kind. However, the tribunals are very conscious of the need to process appeals as expeditiously as is consistent with a full and fair consideration of the merits of each case.
