§ Lord James Douglas-HamiltonEducation authorities have a statutory duty, under the Education (Scotland) Act 1980 as amended, to establish which children aged two and over who have come to the authorities' attention as having special educational needs require the opening of a record of needs. Authorities must make provision for any special educational needs which are so recorded.
