To ask the Chancellor of the Exchequer what is his estimate for the reduction in interest payments on an average mortgage since October 1990.

Since October 1990, mortgage rates have been reduced from over 15 per cent. to under 8 per cent., saving a homeowner with an average mortgage £160 a month.
