asked Her Majesty's Government:

Whether they will confirm that under Article F of the Maastricht Treaty the European Union is empowered to procure the financial means necessary to fulfil its purposes and, if so, how this will be achieved.

The "means" referred to in Article F of the Treaty on European Union are explained and given substance and limitation in the substantive provisions of Titles II to VI of the Treaty. These provisions set out how the component parts of the Union (such as the European Community) can obtain financial resources to attain the Union's objectives.
