Whether they will confirm that under Article F of the Maastricht Treaty the European Union is empowered to procure the financial means necessary to fulfil its purposes and, if so, how this will be achieved.

These provisions set out how the component parts of the Union (such as the European Community) can obtain financial resources to attain the Union's objectives.
