§ Miss WiddecombeThe business start-up scheme replaced the enterprise allowance scheme in April 1991. Information about those who start on the scheme is collected from special surveys. The latest survey covers those who started in May 1991. From the survey, it is estimated that 66 per cent. of those who started in May 1991 were unemployed and claiming benefit prior to starting the scheme.
