§ Mr. HanleyNo. Although reports by top and higher-level budget holders are sources for MOD headquarters analysis, they cannot give a full account of performance against departmental standing objectives. Piecemeal publication could give an unbalanced and misleading impression. Preparing declassified versions would also divert staff effort and add cost. An overview of performance against departmental standing objectives is published in the departmental report—Cm 2201.
