§ Mr. HanleyThe word "essential" was used to indicate the tauter approach which is now used in contracting for reliability and maintainability. In the past, reliability and maintainability were often specified as targets. Today's contracts are not fulfilled until the specified levels of reliability and maintainability are achieved.
