To ask the Secretary of State for the Environment what estimate his Department has made of the likely effect of a move to central European time on energy consumption and consequently on carbon dioxide emissions.

Mr. Yeo

It is estimated but subject to considerable uncertainty that a change to single double summer time (i.e. GMT+1 in the winter and GMT+2 in summer) might slightly increase overall energy consumption and result in extra CO2 emissions of up to 0.1 million tonnes of carbon a year.
