Mr. Llew Smith

To ask the Secretary of State for Foreign and Commonwealth Affairs what information his Department received on the breach of the United Nations embargo on arms sales to South Africa by the International Signal and Control company(a) from 1975 to 1986 and (b) from 1987 onwards; and whether the role of ISC in circumventing the arms embargo was brought to the attention of Her Majesty's Government when ISC was bought by Ferranti.

We understand that the alleged breaches of the United Nations arms embargo did not involve exports from the United Kingdom. The allegations were reported to the Security Council 421 committee which oversees compliance with the United Nations arms embargo against South Africa. Legal proceedings have been taken against ISC officials and others in the United States.
