Mr. Cohen

To ask the Secretary of State for Transport if his Department have indemnified Norwest-Hoist Construction Ltd. in respect of(a) compensation payments should the M11 link road contract be cancelled or delayed and (b) the costs of security on site; and if he will make a statement.

Mr. Norris

In common with other construction contracts let by my Department, the usual Institution of Civil Engineers conditions of contract apply. These provide that claims may be made for actual loss incurred through delay. This contract also provides for specific and contingency security measures, the cost of which is included in the contract price.

Mr. Gapes

To ask the Secretary of State for Transport (1) what studies have been carried out by his Department of the impact of the M11 link road in generating additional traffic to neighbouring areas; and if he will publish the results;

(2) what estimate he has made of the likely increase in traffic volume along the Al2 Eastern avenue as a result of the building of the M11 link road for each of the next five years.

During construction of the A12 Hackney Wick to M11 link road, temporary traffic management measures may mean that traffic will be diverted from present routes, and increase in some areas. There could be extra traffic on A12 due to removal of waste and delivery of materials.

The long-term aim of the link road is to remove traffic from existing roads and so provide the opportunity for traffic-calming measures in neighbouring areas.

To ask the Secretary of State for Transport for what purpose his Department employs the private security firm of Norwest Holst in connection with the M11 link road.

Mr. Norris

Norwest Holst Ltd. is a civil engineering contractor and as such is the main contractor for contract 4 of the A12 Hackney Wick to M11 link road. Among the contractor's duties are the maintenance of the security of their sites and workings.

To ask the Secretary of State for Transport what private security firms have been employed by his Department in connection with the M11 link road through Wanstead.

Mr. Norris

Essential Security Services have been employed to safeguard unoccupied properties in the Department's ownership.
