Whether in their view the new Russian military doctrine which President Yeltsin has recently promulgated by decree, coupled with provisions in his draft constitution, would allow the establishment of a military dictatorship without further constitutional change, and whether they will discourage this.
§ Lord Mackay of ArdbrecknishThe text of the Russian military doctrine has not yet been published but as far as we are aware there is no provision either in this document or, more importantly, in the new draft constitution which would allow the establishment of a military dictatorship by constitutional means.
