Mr. Cash

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will set out in detail the procedures and new mechanisms for co-operation in the field of common foreign and security policy to which he referred in his speech in Bologna on 29 November; and if he will indicate under which specific provisions of the Maastricht treaty each of these procedures and mechanisms is established.

The provisions of title V—common foreign and security policy—of the treaty on European Union, which came into force on 1 November, introduce some new mechanisms to make intergovernmental co-operation among the member states on foreign policy more efficient. Chapter IV of the report on implementation of the treaty on European Union, which was agreed at the Brussels European Council on 29 October, sets out some of the practical details of implementation of the provisions of title V.
