To ask the Parliamentary Secretary, Lord Chancellor's Department what plans he has to seek a change in the civil law to allow actions in the English courts for compensation for torture inflicted overseas in violation of international law and enforcement of judgment in the United Kingdom.

There are no plans to amend the law in the way referred to. Under the present law there are circumstances in which a victim of wrongful conduct abroad may sue in England: the jurisdictional rules vary according to the country in which the wrongful conduct took place. A judgment of an English court awarding compensation in such a case will be enforceable throughout the United Kingdom and in certain other countries.
