To ask the Secretary of State for Wales if he will show for each of the executive non-departmental bodies sponsored by his Department, whether the public has a statutory right to attend all board or committee meetings and to inspect(a) the minutes of meetings, (b) the annual reports and (c) the annual accounts.

Mr. Redwood

There is no statutory right for the public to attend meetings, or to see minutes of meetings, for any of these bodies. The ordinances of the National Library provide for every meeting of the court of the Library to be public, unless a resolution to the contrary is carried by the members present, in respect of the full meeting or of specific items or portions of the business.

The annual reports and accounts of the following executive non-departmental bodies are in the Library of the House and are publicly available.

  • Cardiff Bay Development Corporation
  • Countryside Council for Wales
  • Curriculum Council for Wales
  • Development Board for Rural Wales
  • Further Education Funding Council
  • Higher Education Funding Council
  • Housing for Wales
  • Land Authority for Wales
  • National Library of Wales
  • National Museum of Wales
  • Sports Council for Wales
  • Wales Tourist Board
  • Welsh National Board for Nursing, Midwifery and Health Visiting
  • Welsh Development Agency

The Wales Youth Agency is a company limited by guarantee and its annual report and accounts for 1992–93 are deposited at Companies House, Cardiff; from 1993–94 its report and accounts will be placed in the Library of the House. The Royal Commission for Ancient and Historical Monuments is funded directly from the Welsh Office vote and its expenditure is accounted for in the annual Welsh Office appropriation accounts.
