To ask the Secretary of State for Scotland if he will specify for each local authority the amount of accumulated capital receipts.

Mr. Stewart

[holding answer 29 November 1993]: The arrangements operated in Scotland for the control of local authority capital expenditure differ from those operated in England and Wales. In Scotland local authorities must spend their capital receipts in the same year as they are raised if the receipts are to confer additional spending power. The system in Scotland does not, therefore, lend itself to the accumulation of capital receipts.
