To ask the Minister of Agriculture, Fisheries and Food, pursuant to her answer of 24 November 1993 to the hon. Member for Cornwall, North (Mr. Tyler)Official Report, column 65, what explanations he received from the Commission for its differing conclusions on the enforceability of journey limits for livestock as opposed to compulsory feeding and watering times.

The proposals for amendments to directive 91/628/EEC on protection of animals during transport were deposited in the Library of the House on 22 September 1993, reference 8441/93. The Commission's explanatory memorandum referred to the conclusions of the Scientific Veterinary Committee, which the Commission accepted, on the question of journey limits. They pointed out in particular that it would be simple to evade a journey limit by using intermediate places of destination.
