§ Sir George YoungMy right hon. Friend took into account a number of considerations including the constraints on public expenditure; the need to move gradually towards income-related subsidies and a more market-related pattern of local authority rents which better reflects the value of accommodation provided in different parts of the country; the need to make further progress on the targeting of management and maintenance allowances by guaranteeing all authorities at least 95 per cent. of their target scores; and general movements in prices and earnings. The proposals are subject to consultation.
