To ask the Secretary of State for Wales what powers training and enterprise councils have to switch their allocation of funds between various parts of their budgets; to what extent each TEC in Wales transferred funds from the budgets they were allocated for both youth training and employment training in 1992–93; for what purposes the funds were subsequently allocated; and if he will make a statement.

The operating agreement between the Welsh Office and TECs provides that a TEC may increase or decrease its payment ceiling for youth training or training credits, training for work—which replaced employment training and employment action—compacts, education business partnerships and business and enterprise support by up to a maximum of 5 per cent. of the payment ceiling for each of the initial budgets agreed by the Secretary of State and set out in the business plan, provided that the payment ceiling for the sum of those budgets set out in the business plan shall not be exceeded. Such flexibility enables TECs to respond to local needs that develop in-year.

During the 1992–93 financial year, six of the seven TECs in Wales used this facility to transfer funds from youth training into employment training, employment action and business and enterprise support budgets. Details are shown in the table.

To ask the Secretary of State for Wales what was the outturn expenditure given to each TEC in Wales in 1992–93 at 1993–94 prices; and what is the budget for each TEC in 1993–94 in total and broken down in the same way as given in the answer from the Secretary of State for Employment to the Member for Basingstoke (Mr. Hunter), of 18 February 1993,Official Report, column 335-38.
