To ask the Secretary of State for the Environment what percentages of(a) local authority and (b) housing association tenants were receiving rate rebates or community charge benefit in each year since 1979–80.

I have been asked to reply.

Complete information on the numbers of local authority tenancies receiving rate rebate was not collected prior to 1988–89. The available information is as follows:

Sources: Caseload figures taken from the Housing Benefit Management Information System and local authority tenancies in "Housing and Construction Statistics".

Comparable information concerning housing association tenancies is not avaialble.

From 1989 in Scotland, and 1990 in England and Wales, domestic rates were replaced by the community charge. As community charge was a personal charge it would not be appropriate to analyse community charge benefit recipients by tenure type.
