To ask the President of the Board of Trade what representations he has received concerning the restrictions on local authority capital spending in relation to ERDF funding; and if he will make a statement.

Many local authorities in England, Scotland and Wales have written to me and to the Ministers responsible for local authority finance in England, Scotland and Wales. These Ministers have replied to such representations in view of their direct responsibility for the matter.
