§ Lord James Douglas-HamiltonThe decision on which projects should be awarded ethnic minority grant is taken by Ministers following consideration of the applications. Competitions are held regularly and any voluntary organisation can submit a project which meets the scheme's objectives of reducing racial disadvantage and promoting racial equality.
