(2) if he will make a statement on the findings of the independent evaluation of the pilot phase of the global environment facility commissioned by the World bank, United Nations environment programme and the United Nations development programme;
(3) who were the members of the independent panel of experts that was formed by the World bank, United Nations environment programme and the United Nations development programme to evaluate the pilot phase of the global environment facility.
§ Mr. GoodladThe independent evaluation of the global environment facility (GEF) was carried out by three teams and a co-ordinator, Mr. Haven North, under the direction of570W the evaluation managers of the World bank, the United Nations development programme, and the United Nations environment programme, and with the guidance of an independent panel of experts, whose members were Ms Monique Barbut, Mr. Rudolf Hoegger, the Hon. Mathias B. Keah, Dr. Ashok Khosla, Mr. Jean Quesnel and Ms Erna Witoelar.
The report focuses on institutional issues, and is intended to inform the meeting of GEF participants in Cartagena from 6-10 December to discuss the restructuring of the GEF. It is a well-written report which contains many important recommendations. I have placed a copy of the report in the Libraries of both Houses.
