To ask the Secretary of State for the Environment what plans he has to improve energy efficiency standards in buildings.

In recent years the budget for my Department's Energy Efficiency Office (EEO) has substantially increased, and for 1994–95 will be over £100 million, over 17 times the real level of expenditure in 1979–80. Much of this will relate to buildings.
