What steps they are taking to ensure that the consequences of unfunded additional demand for core and emergency services are shared equitably by patients of fundholding and non-fundholding practices in the year 1993–94.

District health authorities purchase emergency treatment on behalf of all practices. Their budgets reflect this responsibility, and fundholders do not receive any money for emergency treatment. Fundholders are given budgets for a defined group of hospital services, prescribing expenditure, practice staff and community nursing services. Fundholders' budgets represent their patients' fair share of National Health Service resources.
