§ Mr. Lennox-BoydThe Government joined the international consensus in adopting the Paris declaration and the United Nations programme of action for the least developed countries. There are a number of different aid targets set out in the programme of action. We reaffirmed our commitment to the target of 0.15 per cent. of GNP for aid to the least developed, but we did not subscribe to any timetable for reaching it.
