To ask the Secretary of State for the Environment what steps he is taking to prevent disabled workers being discriminated against within the terms of compulsory competitive tendering procedures.

It is this Government's intention that local authorities be given every encouragement to employ the disabled. Regulations governing the operation of compulsory competitive tendering, laid before the House on 29 March, allow local authorities to take into account, for the purposes of tender evaluation, the net additional costs of employing both the registered disabled and those eligible to register under the 1944 Act.
