To ask the Secretary of State for Foreign and Commonwealth Affairs what representations Her Majesty's Government have received from(a) foreign Governments, (b) foreign parliamentarians and (c) foreign non-governmental organisations in regard to the proliferation and nuclear materials safeguards problems posed by the planned opening of the thermal oxide reprocessing plant at Sellafield.

Since the THORP project was approved by Parliament in 1978 we have received a number of such representations from abroad, especially in categories B and C of the question. We recognise their non-proliferation responsibilities and would not permit any plutonium to be exported from THORP unless they were satisfied that the material would not be misused.
