To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement regarding Lord Howe's visit to China to discuss human rights; and if Lord Howe raised the matter of population control with the Chinese authorities.

I refer the hon. Member to the reply given by my right hon. Friend the Prime Minister to the hon. Member for Bournemouth, East (Mr. Atkinson) on 15 March, Official Report, column 33. During his visit to China in December last year my right hon. and learned Friend Lord Howe raised a wide number of issues including questions relating to reducing China's population growth.
