To ask the President of the Board of Trade what reports he has commissioned on the waste-to-energy process involving the incineration of used tyres; and if he will make a statement.

[holding answer 21 April 1993]: In March 1990, my Department published a study it had commissioned from KPMG Peat Marwick McLintock entitled "The Recycling and Disposal of Tyres" which discussed, among other things, the prospects for scrap tyre incineration. A copy was placed in the Library of the House. The energy technology support unit earlier this year published an emissions audit of a chain grate stoker burning shredded tyres—report reference ETSU B1313-P6. Tyres-to-energy plants, using suitable incineration technology, can be an environmentally acceptable way of recovering value from this difficult waste.
