To ask the Secretary of State for Wales what measures will be taken to provide support and direction for those Welsh councils that have difficulty in implementing their responsibilities outlined in the community care reforms.

The Welsh Office has given considerable guidance and support to local councils in Wales to help them prepare for the implementation of community care. An additional £37.5 million for community care has been made available through revenue support grant in 1993–94, much more than would have been spent by the Department of Social Security on new admissions of individual's to residential or nursing home care. The onus is now on local councils to manage the implementation, but we will monitor progress closely and will continue to offer guidance and direction as is considered necessary.
