To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to ensure that the Governor's recent proposals regarding the future composition of the Legislative Council of Hong Kong remain available for consideration by the Legislative Council without amendment.

Mr. Goodlad

The Governor's proposals for the 1994–95 electoral arrangement in Hong Kong, which the Government support, remain on the table.

It will in due course be up to the Hong Kong Legislative Council to pass the necessary legislation taking all relevant factors into account.

We have said that if we succeed in reaching an acceptable understanding with China we would recommend it to the Legislative Council.

An essential point for us, and for the Governor, is that these elections should be fair, open and acceptable to the people of Hong Kong.
