Mr. Redmond

To ask the Secretary of State for Health what provision there is for chairmen of health authorities or trusts to be paid a financial settlement on termination of office.

Dr. Mawhinney

Paragraph 9(3) of schedule 5 to the National Health Service Act 1977 provides for the Secretary of State to make a payment of compensation to chairmen of health authorities, with the approval of the Treasury, where it appears that there are special circumstances for that person to receive compensation.

There is no such legislative provision in respect of chairmen of NHS trusts.

To ask the Secretary of State for Health when she expects to start reviewing the actual time contribution of chairmen and non-executive directors of national health service trusts and the basis on which their emoluments are assessed; if her review will be published; and if she will make a statement.

To ask the Secretary of State for Health if she will consider holding centrally information on the professional qualifications and previous employment of national health service trust and health authority chairmen.

Dr. Mawhinney

We do not specifically seek information on the professional qualifications of chairmen of health authorities and national health service trusts. However, these details and previous employment are usually included in a candidate's curriculum vitae. Those appointed are not required to notify any changes to such personal details after their appointment. I do not propose to alter these arrangements.

To ask the Secretary of State for Health if she will consider holding centrally information on the number of chairmen and non-executive directors who declined to receive emoluments in respect of membership of(a) regional health authorities, (b) district health authorities, (c) family health service authorities and (d) hospital trusts.
